How to get a list nepokretnosti in Montenegro (eKatastar)
A certified property sheet is not the same as a screen in the public portal. Since July 2026 owners can pull one online with NSeID — most foreign buyers cannot, and need another path before any deposit.
Before a deposit in Montenegro you want a current list nepokretnosti — the property sheet from the Real Estate Administration (Uprava za nekretnine). The hard part is not knowing that the document exists. It is knowing which channel actually gives you a certified transcript, and which only shows a public snapshot.
One trap first: Google results for «list nepokretnosti» and «eKatastar» often open the Serbian cadastre (RGZ). This guide is about Montenegro only — Uprava za nekretnine and ekatastar.me — not the Serbian system with the same vocabulary.

Buyers, agents and forums use «eKatastar» for three different things. Only one of them is enough to complete a purchase.
What listovi.ekatastar.me actually does
In July 2026 the Administration opened an online service at listovi.ekatastar.me for electronic issuing of property sheets and possession sheets. Login is through the state NSeID system with a biometric identity card — not a username and password alone.
After login the application finds sheets linked to the holder’s personal identification number, lets you choose PREPIS (full transcript) or IZVOD (extract), preview a non-binding draft, pay through the state ePlaćanje service, and download a signed PDF. That PDF is a valid public document for notaries, banks and courts in the same way as a counter-issued sheet.
This is a real improvement for people who already hold Montenegrin ID and own the property on the sheet. It is not a general search for any LN in any cadastral municipality.
Why most foreign buyers cannot self-serve that portal
NSeID login expects a Montenegrin biometric identity card and PIN. A tourist passport, a foreign residence card, or an agent’s email does not open the same door. Even when a seller can log in, the portal surfaces sheets tied to their ID — useful for the owner, not a substitute for your independent check.
So the practical foreign-buyer path stays what it was: ask the seller for a fresh PREPIS, or have a Montenegrin lawyer, notary or authorised intermediary request the sheet from the competent regional unit (područna jedinica) for the KO where the property sits.
Article 55 of the cadastre law still obliges the authority to issue a certified property sheet or an extract within three days of receiving the request. The online portal shortens the queue for owners who can authenticate; it does not erase that statutory route for everyone else.
What to order, and how fresh it must be
Order a PREPIS, not an IZVOD. An extract may omit encumbrances and pending applications — the two sections that decide whether the purchase is safe. The difference is one word in the header after the sheet number; the full comparison is PREPIS or IZVOD.
Check Datum i vrijeme štampe against today. Priority in the register runs by the moment an application is received, so a sheet from last month is a snapshot of last month. If the deal is moving, pull a new transcript close to signing — do not reuse the PDF the agent attached to the listing.
You also need the right identifiers: cadastral municipality (KO) plus sheet number (LN), or enough parcel data for the office to find the sheet. An LN alone without KO is not unique nationwide.
What the public portal is still good for
The public side of eKatastar remains useful for orientation: confirm that a parcel exists, compare a listing’s KO/LN story with what the register shows on screen, and spot obvious mismatches before you pay for a certified transcript.
It does not replace a PREPIS. Screen data are not the document a notary will work from, and they will not carry the same print timestamp discipline as a certified sheet. Treat the public view as a map, not as title.

How do I get a list nepokretnosti online in Montenegro?
Owners with Montenegrin biometric ID can request an electronically signed PREPIS or IZVOD at listovi.ekatastar.me via NSeID. Foreign buyers without that ID normally request a certified sheet through a lawyer, notary or the regional unit, or ask the seller for a fresh PREPIS. The public eKatastar screen is not a certified sheet.
Is the public eKatastar view enough to buy?
No. It is informational. For a purchase you need a certified transcript (PREPIS) with a current print timestamp, issued by Uprava za nekretnine.
How long does the Administration have to issue the sheet?
Article 55 of the Montenegrin cadastre law requires a certified property sheet or an extract to be issued within three days of receiving the request.
Why does my search open a Serbian website?
«List nepokretnosti» and «eKatastar» are also used in Serbia. For Montenegro use Uprava za nekretnine channels — ekatastar.me and listovi.ekatastar.me — not the Serbian RGZ portals.
Can a foreigner use listovi.ekatastar.me?
Only if they can authenticate with NSeID using a Montenegrin biometric identity card. Most foreign buyers cannot, and should use a local intermediary or the seller’s fresh PREPIS instead.
